Building a Skilled Pacific & Timor-Leste Workforce 

APTC boosts regional and international labour mobility by equipping the Pacific and Timor-Leste with skills that align with global market demands.

Our training programs are crafted to enhance employability abroad, fostering a net increase in skills within the region.

Our Partners in Labour Mobility

We work closely with the Pacific Labour Facility (PLF), the Australian Department of Employment and Workplace Relations (DEWR), Labour Sending Units and other key stakeholders to ensure our approach is tailored, inclusive and collaborative. 

We partner with the Pacific Labour Facility to train Pacific and Timor-Leste workers to meet the workforce requirements of Australian employers under the Pacific Australia Labour Mobility (PALM) scheme, where there are not enough Australian workers to fill this demand.

The PALM scheme allows eligible Australian businesses to hire workers from nine Pacific Islands and Timor-Leste.

Our initiatives also emphasise gender equality, disability and social inclusion (GEDSI).

Tailored Training Programs

Our comprehensive training programs are designed to prepare students for international work environments. Focusing on the skills and knowledge required by overseas employers, our ‘Work Ready’ courses provide essential preparation for global opportunities. Supplementary financial management, health, and well-being training further ensure that our graduates are well-rounded and ready to succeed.

In response to changing employer needs, we have developed a range of flexible training models in Australia that incorporate targeted skill sets and on-the-job training.

We also offer various microcredentials free of charge on our online learning platform. These short, focused courses enhance specific skills, boosting workers' career prospects and keeping them up-to-date in their fields.

How to apply for the PALM Scheme in your country

Citizens of Pacific Island Countries and Timor-Leste who want to participate in the PALM scheme should contact their country’s Labour Sending Unit. Please see the current contact details here

APTC works closely with national governments to support their labour mobility priorities and with stakeholders, including the Pacific Islands Forum Secretariat, the International Labour Organization, and the International Organization for Migration.
